Central Question: How is Citizenship related to Governance? Citizenship and participation have emerged as central issues in recent public management debates. They follow, and are a part of, the larger debate on �Good Governance�. However, little systematic effort has been made to define the concepts and delineate the links between the two domains of Governance and Citizenship. It is simply assumed that the concepts, and the values and arrangements they embody, are axiomatic and universal. It is time the two concepts be subjected to closer scrutiny and the relationships between them specified. For full details see attached document.

The Society of Educational Studies invites you to the free seminar on civic engagement at the University of York on Friday 18 June. The event will be held in the new National Science Learning Centre. Civic engagement and citizenship education are vitally important areas for research and professional development. In this one day conference we will explore key issues about new technology and citizenship, international developments and community action. We will explore the ways in which civic engagement and citizenship can be characterised in relation both to personal and societal issues. Our key note speakers are Professor Stephen Coleman (University of Leeds) and Professor David Kerr (National Foundation for Educational Research). Both are leaders in their fields and have experience of directing major research projects. Other speakers are: Professor Ian Davies, Professor Frank Hardman, Brian Loader and Dr Vanita Sundaram. A very successful conference took place at London Metropolitan University on 26 March 2009. With support from the Department for Children Families and Schools the conference brought together colleagues from many universities together with the Qualifications and Curriculum Authority, the National Foundation for Educational Research, the Citizenship Foundation and others including school teachers. A little more than ten years after the publication of the Crick Report there was an opportunity to see the impact that it has had on schools (paper by David Kerr) and on teacher education (paper by Lee Jerome and Jeremy Hayward). There was also an opportunity to consider the relationship between what has happened in citizenship education across the rest of the world compared with England (paper by Carole Hahn of Emory University, Atlanta, USA). In addition to the overviews highlighted above a research and development forum allowed for insights into current work. A wide variety of very valuable initiatives were reported. With the launch of the Diversity and Identities theme in the new national curriculum and especially in the new citizenship programmes of study, the issues of national identity, belonging and values have taken on a new urgency. This event provides an opportunity for Citizenship ITE tutors to come together to discuss these issues in relation to our work as teacher educators.

A conference will be held in Langwith College (room 036) at the University of York on Monday 26 March 2007 to explore the issues surrounding ECM and to signpost ways to achieve good practice. We will provide a forum at which: • the background to and rationale for ECM is clarified • the links between ECM and citizenship education are explained and explored • good practice and the ways to achieve it will be highlighted The conference and the papers published following the conference will provide capacity building for the purpose of achieving ECM outcomes. The aim of this one-day conference is to provide an opportunity to discuss ideas and highlight examples that contribute to and exemplify good practice. History and citizenship are said to be very closely associated: • “history the root, politics the fruit” (as Seeley wrote approximately 100 years ago). • Oakeshott claimed that political education is “knowledge as profound as we can make it of our tradition of political behaviour” • Heater has argued that: “history and politics are virtually identical subjects”. • Crick, in 2001, suggested that had it not been possible to develop citizenship as a National Curriculum subject “I had in my mind a best possible second best: a Key Stage 4 statutory subject in Modern History and Citizenship”. Ofsted, however, has very recently suggested that there may be difficulties in schools in achieving a bridge between history and citizenship. Given this background we will work collaboratively in this conference to explore key ideas and to attempt to make a reality of the grand ambitions associated with the connection between history and citizenship.
