A background paper on active citizenship education has been published by INCA in advance of an international INCA seminar on active citizenship education to be held in March 2006. INCA is the International Review of Curriculum and Assessment Frameworks Internet Archive. It provides regularly updated descriptions of government policy on education in 20 countries.

This independent review, led by Sir Keith Ajegbo, makes a series of recommendations aimed at promoting diversity across the schools curriculum and the content of the curriculum for Citizenship Education.
